Maryland Actions
Since 2007, CCS has provided a variety of technical and facilitative support to the state of Maryland and its stakeholders for the development and implementation of climate mitigation and adaptation action plans, including in-depth analyses of baselines and multi objective response options. These include:
CCS unveiled its latest report assessing Maryland's greenhouse gas (GHG) emissions trends and the potential for actions in all sectors to reach ambitious climate and clean energy goals, deliver energy and financial savings, and mobilize investment at scale. The assessment provides a detailed planning and measurement system that contributes to the design of emerging energy and climate policy formulation as well as the further development and implementation of existing policies. Statewide goals and time periods in the analysis include the 2031 Climate Solutions Now Act, 2035 state Clean Energy Goal, 2040 Renewable Portfolio Standard, and 2045-50 Net Zero emissions goal. CCS used multiple modeling tools for the assessment, including the LEAP model and CCS GHG Strategy Tool. CCS conferred with a range of public and private organizations on state specific technical aspects of the assessment. Report files can be found below:
CCS identified key funding programs within the Bipartisan Infrastructure Law (BIL) of 2022 that are most relevant to state and local governments in advancing climate programs in the energy, buildings, and transportation sectors and Justice 40 requirements. CCS developed technical assistance resources and briefing memos.
Abell Foundation Report Reviewing the Climate Leadership Actions of Maryland and Massachusetts
At the request of the Chesapeake Climate Action Network and Climate XChange, The Center for Climate Strategies (CCS) conducted a policy review of Maryland’s Greenhouse Gas Emissions Reduction Act: 2019 GGRA Draft Plan (Draft Plan) released by the Maryland Department of the Environment (MDE) in October 2019.
On November 12, 2020 CCS published a new report, Macroeconomic and Fiscal Impacts of Expanded Utility-Scale Solar in Maryland.
On December 19, 2019 CCS released a Policy Review of Governor Hogan's Greenhouse Gas Act Draft Plan for 2019, and press briefing.
From 2010-2014 CCS provided financing support to the Maryland Clean Energy Center through Loan Loss Reserves and SEP Grants.
CCS provided technical support to enable Maryland's transportation and clean energy programs to meet targets of the Maryland Greenhouse Gas Reduction Act (GGRA) through its “Special Report: Enhancements to The Empower Maryland And Maryland Renewable Portfolio Standard Clean Energy Programs” published July 24, 2013.
On December 14, 2011 CCS helped the Maryland Department of the Environment launch the Transportation and Land Use Strategies Work Group to identify new actions to spur economic growth, save energy, and integrate Chesapeake Bay protection efforts with energy and transportation programs.
On November 6, 2009, CCS released the "Southern Regional Economic Assessment of Climate Policy Options and Review of Economic Studies of Climate Policy" for the Southern Governor’s Climate Initiative, including review of the regional scale up potential for Maryland climate mitigation actions.
In 2007-2008, CCS provided technical support to the Maryland Department of Natural Resources and the Maryland Climate Commission for development of the Maryland Climate Action Plan “Comprehensive Strategy for Reducing Maryland’s Vulnerability to Climate Change Phase I: Sea-level rise and coastal storms,” published in August 2008.
In 2007, CCS provided facilitation and technical for development of the “Climate Action Plan Interim Report to the Governor and General Assembly, January 14, 2008” through the Maryland Commission on Climate Change (pages 59-63).
In 2007-2008 CCS developed the “Final Maryland Greenhouse Gas Inventory and Reference Case” published in June 2007.
