UNFCCC Katowice Committee of Experts on the Impacts of the Implementation of Response Measures (KCI)

The Center for Climate Strategies (CCS) is working with the UNFCCC “Katowice Committee of Experts on the Impacts of the Implementation of Response Measures” (KCI) to develop a case study on the scope and results of mixed approaches for the assessment of impacts of climate mitigation response measures. These approaches combine quantitative and qualitative assessments based on transparent and replicable methodologies. They are intended to overcome the challenges that countries often face in assessing the socioeconomic and just transition impacts of response measures to ultimately enhance their design and implementation and maximize the benefits. These challenges are mainly driven by limited in-country capacity and resources, lack of data and lengthy processes of data gathering.

The case study will be based on prior work conducted by CCS for Lao PDR. This work was part of broader technical recommendations for Lao PDR’s Long-Term Strategy (LTS), which laid out a pathway to achieve the net zero greenhouse gas (GHG) emissions target by 2050. They were developed in collaboration with the World Bank, and in close consultation with the Department of Climate Change of the Ministry of Natural Resources and Environment (DCC-MONRE) and the Department of Planning of the Ministry of Planning and Investment as the government’s designated leading agencies.

As part of this engagement with the KCI, CCS was also invited to participate in UNFCC Global Dialogues on the best approaches to maximize the benefits of climate mitigation response actions, including Nationally Determined Contributions (NDCs).
