Cameroon, Africa LEDS Project
CCS is currently working with government leaders and local technical teams in Cameroon, Cote D’Ivoire, and the Democratic Republic of the Congo to establish modeling and analytical capacity and tools, specific to each country’s context to inform concrete LEDS policies and their implementation for low emission socio-economic development consistent with Nationally Developed Contributions (NDCs) under the Paris Agreement. Models and training material are scaled at the regional level. CCS is working in partnership with the United Nation Environment Programme (UNEP), the European Commission, the Africa LEDS Partnership and LEDS GP.
The LEDS GP supports emerging economies to attain economic development while reducing greenhouse gas emissions. With this in mind, Africa LEDS project assists partner African countries with the establishment of modeling and analytical capacity to inform concrete LEDS policies and plans and their implementation for prioritized low emission, climate-resilient, and resource efficient socio-economic development consistent with NDCs and other LEDS plans. CCS delivers this support based on their experience with various other emerging economies and developing countries in advising institutions on development and implementation of low emission development strategies.
CCS conducted an in-country visit to Cameroon in April. During the visit to Cameroon, CCS President and CEO Tom Peterson met with key stakeholders from the Government, technical institute, and NREL's partners to establish and confirm an in-country technical modeling team as well as to fully engage it and define key outcomes, activities and next steps.
As expressed in its National Vision, Cameroon has significant near term and long term opportunities for sustainable development that can provide local improvements and global benefits by more effectively capturing economic, energy, and resources synergies. To support this goal, the LEDS program provides catalyst support and local economic modeling capacity building to enable technicians inside and outside government to identify, design, and evaluate new actions that can link legal and policy advancements with manpower, infrastructure, and investment needs in each sector. CCS specializes in the development of multi objective, integrative planning and analysis capacity and “learning by doing” implementation processes that address high level national priorities and provide active public involvement in all phases of governmental decisions.
Through LEDS GP, CCS provided technical assistance to the Inter-municipal Consortium of Sao Paulo´s Western Metropolitan Region (CIOESTE) of Brazil to achieve the Region’s vision and priorities through a subnational Low Emission Development Strategy (LEDS) in alignment with national objectives, and build consensus on next steps toward a cohesive plan.
CCS worked with CIOESTE high-level representatives to develop a detailed work plan that will guide step by step the design, impact analysis and implementation of the LEDS process in the Region. Additionally, CCS provided technical assistance to CIOESTE in drafting a comprehensive proposal for the Clean Technology Centre & Network (CTCN) under the UNFCC to receive targeted technical assistance on the following implementation of the LEDS in the Region.
