Long-term Low-Emission Development Strategy and Implementation for Lao PDR

In partnership with the World Bank, the Center for Climate Strategies (CCS) is pleased to launch a technical assistance program for the Government of Lao PDR for development of its Long-term Low Emission Development Strategy (LT-LEDS) and implementation roadmap. In the next ten months, CCS and local partners, Earth Systems and Care Laos, will provide coordinated stakeholder engagement and policy planning, design, analysis, and implementation steps to support the Ministry of Natural Resources & Environment, Department of Climate Change (DCC-MONRE), and a range of other ministries. These activities will identify short- and medium-term low-emission development actions across economic sectors along with implementation roadmaps for achievement of the nation’s 2050 net-zero emission commitment and sustainable and equitable socioeconomic development goals.

Technical assistance kick-off meeting with DCC-MONRE

After a week of project launch meetings with a range of governmental agencies, the National University of Laos, and development partners, CCS is now working closely with DCC-MONRE and other stakeholders, including local communities, through an integrated approach to policy planning and analysis. This multi-objective approach is focused on assessment and management of greenhouse gas (GHG) emissions impacts, costs and savings, climate resilience, and other benefits resulting from net-zero attainment. For a discussion of this approach used by CCS in other countries and regions of the world, please read our blogs “Informing the Race to Net Zero” and “Closing the Gap between Planning and Implementation.”
