Stephen Roe
Agriculture, Forestry & Waste Management, Emissions Inventory

Mr. Powell is a Researcher and Technical Analyst at the Pembina Institute where he quantifies the cost-effectiveness of various GHG mitigation options and supports corporate clients in developing sustainability strategies. He also provides training in Life Cycle Value Assessment, a decision-making process that accounts for the triple-bottom-line impacts of project options. Mr. Powell received his Bachelor of Applied Science degree in environmental engineerMr. Roe has supported more than 30 states and provinces in the U.S., Mexico, and Canada in the development of their GHG emission inventories and forecasted emissions for climate action planning purposes. He also assists public and private clients in the development of corporate-level GHG inventories for voluntary or mandatory reporting purposes. He is accredited as a GHG inventory verifier by the California Air Resources Board (CARB) and the Climate Action Reserve, covering both entity- and project-level reporting. Mr. Roe has also led CCS' efforts in developing state-level black carbon emission estimates and forecasts. He has assisted more than 15 states in developing their climate change action plans. In each of these states, he has facilitated technical work groups in the development of GHG mitigation recommendations for the agriculture, forestry, and waste management sectors. As part of this work, he has led his team’s development of estimated GHG reductions for each recommendation, as well as estimate net societal costs for implementation. He has more than 23 years of experience in air quality consulting, environmental management, and process engineering. Over the last 15 years, Mr. Roe has managed the development of numerous local, state, regional, and national emission inventories for GHGs, criteria air pollutants, and toxic air pollutants. He has also authored several guidance documents for the U.S. EPA on emission inventory development and air pollution mitigation measures. Steve is currently a Vice President and Director of Climate Change Services for E.H. Pechan & Associates, Inc., and served previously as an air quality project manager for EMCON Associates; a project manager for Dynamac Corporation; a process engineering technician for Xidex Corporation; and a quality control chemist for Mearl Corporation. Mr. Roe holds a Master of Science degree in environmental chemistry and toxicology from California State University - Sacramento, and a Bachelor of Science degree in biology from Florida State University.ng at the University of Waterloo.

New Climate and Energy Policies Could Create 2.5 Million Jobs, Hold Down Energy Costs

Colorado legislature raises state RES, move seen creating jobs
A coalition of stakeholders who worked on the Colorado Climate Panel's were critical to the new legislation’s passage. Since investor-owned utilities supply 60% of Colorado’s electricity, this implements most of the Panel recommendation (adopted by the Governor) on renewable energy standards (RES).
